Project Overview
Conducted a comprehensive Environmental and Social Impact Assessment (ESIA) for the proposed 1050MW coal-fired power plant in Lamu County, including a 520 km transmission line. This was a high-profile, high-sensitivity infrastructure project with significant environmental, social, and climate considerations.
Our Approach
The ESIA was delivered in accordance with IFC Performance Standards, African Development Bank (AfDB) safeguards, and Kenyan regulatory requirements, with a strong emphasis on cumulative impacts and stakeholder engagement complexity.
Baseline & Specialist Technical Studies
- Air Quality Dispersion Modelling
Modelled emissions including particulate matter, SOx, NOx, and potential long-range atmospheric dispersion impacts affecting surrounding communities and ecosystems.
- Thermal Plume & Water Impact Studies
Assessed thermal discharge impacts on aquatic ecosystems and evaluated water abstraction pressures on local water resources.
- Noise & Visual Impact Assessments
Evaluated construction and operational phase impacts on nearby settlements and ecological landscapes.
Stakeholder Engagement (High Sensitivity Context)
- Conducted large-scale consultations within a 25 km project radius, engaging affected communities, government agencies, and civil society groups
- Developed a structured Stakeholder Engagement Plan (SEP) and grievance redress mechanism
- Facilitated participation in public hearings and regulatory review processes
Impact Assessment & Management Planning
- Delivered a full Environmental and Social Management Plan (ESMP) with mitigation hierarchy applied (avoid, reduce, mitigate, offset)
- Integrated post-mitigation impact evaluation to ensure residual risks were acceptable under lender standards
Impact & Value Delivered
- Secured EIA License from NEMA
- Met IFC and AfDB safeguard requirements for international financing
- Supported structured decision-making for one of Kenya’s largest energy infrastructure projects
- Strengthened environmental governance under complex socio-political conditions
